Those that ride their bicycles everyday tend to be much more responsible riders, and are more in tune with the local rules. Thus, they’re more likely to follow them most of the time.

Those who ride recreationally or are from out of town and taking advantage of bicycle ride-share services are more prone to stray from the traffic laws. They may not even know what the rules of the road for a particular location are, causing their riding to appear more reckless.
